Skipped tests number reported in the successful tests count

As discussed in #132894, we can see number of skipped tests in the tests insights but not mentioned in the reported count of tests. There we can see only number of tests failed and number of tests considered to run.

Our teams have also asked if there is a way to use the CCI Insights data to identify when tests are skipped, to improve automation around tracking remediation of skipped tests (fixing the tests, or removing unused tests).
