There is currently a workaround to be able to get the base branch for a pull request using a guide posted here: https://discuss.circleci.com/t/how-to-retrieve-a-pull-requests-base-branch-name-github/36911

I would like this to be an env var that is setup in the Preparing environment variables section of a workflow.
