As an administrator of 3rd-party CI systems at a company with hundreds of developers and thousands of VCS repositories, I need better tools for managing my organization's footprint on CircleCI.Some very concrete needs:I need to be able to give administrative access to CircleCI to individuals at my company without changes to their GitHub permissions levels. In many cases it is completely inappropriate for an individual who needs to know about CircleCI cost, usage, and access to have unfettered access to our VCS.I need to be able to definitively list every single build that is produced under my organization and results in our being billed. The builds and pipelines that I, as an administrator, see in CircleCI should not be in tied to what I have or have not elected to follow. I need to complete picture.I need to be able to observe all usage driven by my organization through API calls so that I can clearly observe organizational usage trends and defend/justify usage increases.Generally, the platform lacks a native concept of an organization and its users, leaving me unable to predict or constrain usage, or verify appropriate access and usage by my organization's engineers.
