Use consistent casing in CircleCI step names

capitalize the first letter of each word in the step name. Some steps, such a

do not. Some users have requested that we improve the consistency of our step naming conventions.

I'd also like to point out that CircleCI's own job step names use different verb tenses. Currently it says "Spin up environment" although all the other steps use the continuous "verb +ing" form, such as: "Preparing environment variables".
