When we rerun a failed workflow (e.g. in the presence of flaky tests), I'd like to see the latest state of the Circle build world for my PR on the details link.

I _believe_ it used to work that way for builds that were rerun? Otherwise the details link leads to a stale workflow, and suggests there's no build underway.
