Test splitting command should handle a long list of files

In https://github.com/CircleCI-Public/circleci-cli/issues/439, a customer reports that the test splitting command fails for a long list of files. It would be nice for the CLI to split tests successfully in this case.
It appears that there's an open PR with a fix pending merge: https://github.com/CircleCI-Public/circleci-cli/pull/441

Hello, this is now supported with CircleCI's new testing tool, Smarter Testing.

When the list of test files passed to your run command exceeds the operating system's maximum argument length, Smarter Testing automatically splits the list into smaller chunks and runs them one after another.
