It's possible to do this, but currently a bit hard to find how. If you are viewing the failed job, click the name of workflow that the job is a part of. Then click the drop down next to Rerun and choose "Rerun from failed." This will only rerun the failed jobs.

We are on the performance plan and it would cost us much less if we are able to rerun the failed containers alone.
