Support Docker Layer Caching with rootless Docker context

We use rootless Docker in several jobs, using the dockerd-rootless-setuptool.sh script. That's arguably the better way to run Docker. Sadly, this is not supported by Docker Layer Caching. As a workaround, we export the cache to disk and save it manually, but that's both complicated and slow.
If the DLC machinery would just find the cache in the rootless location automatically, it would reduce friction.
