Select Project(s) to Enforce Config Policy Outside Of Policy

Currently config policies presents unexpected difficulty when attempting to use a separate file to define project IDs which are then use to apply a policy against those projects.

It would be helpful if there was a programmatic way to enforce a policy against specific projects outside of the policy file itself.
