Parallelism Simulation for CircleCI CLI Local Execution

Allow for the ability to simulate parallelism locally using the CircleCI CLI. Having this feature will allow for testing/debugging of jobs that use parallelism faster since the only way to currently use parallelism is to run the job on the platform itself.

Thank you for your suggestion! 
The CircleCI tests split command cannot be run outside of CircleCI containers at the moment. 
This is an interesting request which we would love to accommodate at some point. In the future we may start looking into this but not any time soon.
Some test runners do have options to run tests in parallel or change the order of how tests are run, but it depends on the specific test runner. You may want to see if the one you use has that option in the mean time.
