Only build pull requests [on/off] -> [PRs only/PRs+Drafts/off]

Related to https://ideas.circleci.com/ideas/CCI-I-883As you know, github PRs may be drafts. I think it would be nice if the "Only build pull requests" option choices (currently on/off) could be extended with some 'also build drafts' option.
