Better way for let user know IP range is in effect.

It is hard for user to notice that IP range is currently only available for Docker Executor. It would be nice if the config validation will tell it is not possible to enable IP range in machine executor.

We have added a badge in the Resources tab on the Job Details page next to "Network transfer" to indicate whether or not the job has IP ranges enabled. These docs are in the process of being updated to reflect this new info as well: https://circleci.com/docs/2.0/ip-ranges/#pricing

We are currently in the process of considering enhancements that would solve this pain point. Will update when we have more
