Customers need a way to manually update their permissions map from the VCS in cases where a project isn't showing due to renames or permissions changes.

To clarify, from a user-side the problem statement is "I just created/renamed/whatever a GitHub repo 3 minutes ago. I want to tell Circle CI about it so I can connect it. Let me do that without waiting a day for whatever background task there is to catch up with me."

There's no doubt many ways that could be done (and I've no idea what the backend looks like), but that's the use case.
