Add the ability to log and capture User SSH Key creators

It is difficult to identify and track which keys are still active and which keys were created by users who are no longer building under a certain organization

Right now, in both the CircleCI UI and the VCS, user SSH keys are tagged <org_name>/<project name>, so it's indeed impossible to know who the related user is. It'd be great to have user SSH keys tagged <username>/<project name> instead.
