Add support for more than one context ID in OIDC claim

Currently, our

oidc.circleci.com/context-ids

claim only supports listing one context ID. It would be useful to have a list with more than one.

Yes please :) When using Google Cloud 'Workload Identity Federation', this would allow the context IDs to be mapped to the 'groups' attribute, immediately helping with pairing contexts to service accounts.

In the meantime, clarification about which context ID goes into the claim would be useful.
