Add Slack Notifications for CircleCI Status Failures

When CircleCI itself is down, it would be useful to send a notification to Slack. It will save us time tracking down why builds were not kicked off.
Errors on the status page (https://status.circleci.com) should be posted to Slack if users have set up notifications
