A button for rerunning failed tests in the pipelines overview

Hello, this is now supported with CircleCI's new testing tool, Smarter Testing.
https://circleci.com/docs/guides/test/smarter-testing-overview/
Rerunning only failed tests is built in to
circleci testsuite run
and is free. You can rerun failed tests in any of the following ways:
- Web app: Select Rerun workflow from failed.
- API: Use the rerun workflow endpoint with is_from_failedset totrue.
- CLI: Run circleci workflow rerun <workflow-id> --from-failed.
https://circleci.com/docs/guides/test/rerun-only-failed-tests/
The rerun workflow from failed button is available in the web app on the pipelines, workflow and job pages.

Add "Rerun failed tests" option to workflow-level rerun menu

Currently, the "Rerun failed tests" option is only available when navigating into a specific failed job. At the workflow level, the rerun dropdown only offers "Rerun workflow from start" and "Rerun workflow from failed".
When a workflow has a single test job that failed, it would save time to have "Rerun failed tests" available directly in the workflow-level rerun menu in the pipeline view, without needing to click into the failed job or open the workflow page first.
This is especially useful for teams that rely on circleci tests run and have already configured their jobs to support rerunning failed tests - the infrastructure is in place, but the UI requires extra navigation to access it.

Hi everyone! To reduce friction of the current "re-run failed test" experience, we are looking into the ability to automatically re-running failed tests. You can set a "max # of auto reruns of failed tests" in the config. Let us know if this would solve your painpoint!
Question: We are evaluating the need for a "delay" between auto reruns. Would you mind elaborating on why or why not a delay would be necessary?
