[Server] Orb Registry UI for non-admin users in Server 4+
This feature request is to introduce a UI similar to our developer hub on cloud for users on server to see which orbs have been imported by their CircleCI Server Admins. In cloud, users can navigate to the developer hub to see all available orbs. > https://circleci.com/developer/orbs In Server, admins can import their orbs which are not visible to the users who are not admins. This leaves non-admins users unable to see which orbs have been imported into their enterprise environment.

Support User Management via API
It is currently very difficult for CircleCI server Admins to search and find users for cleanup and deletion. Cleanup currently requires an SSH connection and a script that needs to be updated for every user. It would be helpful to have an API that can be used to delete and manage users (particularly for instances with a large number of users)

Support ACM TLS certificates for Circle 3.x load balancers
AWS provides Amazon Certificate Manager, a fully automated solution for provisioning and managing certificates, including for certificate renewals. Server 3.x currently requires a cert file for Load Balancer certificate configuration. Support for ACM would be very beneficial for AWS customers to easily setup and manage certs with Server installations.

Allow Guest Mode in Enterprise Environment
Users who have never logged into Circle may want to view the job results etc. It would be nice for people who have never logged in to be able to see PR results without having to authenticate and count against the user seats on the license. CCI-I-198

Add support for deploying HPAs as part of the CircleCI Server installation and configuration process so that critical services can be scaled in or out based on usage.

Server should show users its version number
Whenever I submit a support request for CircleCI server, the form asks me for the version number, and I never know. To get the version, I have to ask our IT people, who administer it and upgraded it. Is there any reason to hide the version number from regular users? Shouldn't you just make it available to all users in some easy to find spot on the UI?

allow existing task-agent to be used as failback option instead of failing if access to download task agent is entirely blocked.
Currently, in runner 3.0 if access to download task agent is entirely blocked, the runner will fail. The feature request is to allow existing task-agent to be used as failback option instead of failing.
